You need one of the following documents to get a National ID card or e-ID card if you are applying in Hungary:

What happens if my documents are not accepted to get a National ID card?
If a Hungarian consulate or embassy in a foreign country rejects your application for a National ID or e-ID card, you can appeal the rejection within 15 days of the rejection. You must explain why you are appealing to the embassy or consulate.
In Hungary, you can file an administrative lawsuit against the decision with a letter of claim, which must be submitted directly, electronically or by post, to the decision-making body within thirty days of the rejection.

Do I have to be a resident of the country to get a National ID card?
Generally, yes, you need to be a Hungarian citizen living either in Hungary or in a foreign country to get a National ID card or an e-ID card.
However, some non-Hungarian citizens are able to get National ID cards or e-ID cards. The following non-Hungarian citizens are able to get a National ID card:
- An immigrant.
- A settled person.
- A person recognized as a refugee.
- A foreign citizen with a protected legal status.

What does it mean to be a resident of this country? How do I prove residency?
You need one of the following documents to prove Hungarian citizenship:
- A valid Hungarian ID card.

- If you are renting the house/apartment from someone, you must show a lease agreement and your landlord must fill out and sign a document called the "Landlord's declaration on the consent of co-owners."

What if I only have foreign documents?
If your documents are only available in a foreign language, you can still apply for a Hungarian driving license, but you must complete a few extra steps. First, you need to have your documents translated into Hungarian by an official translator. Then, you need to have a Hungarian notary public certify that your documents are valid. You can then follow the normal process for obtaining a driver's license.
What happens if my documents are not accepted to get a driver's license?
You typically will need to provide the required documents in order to get a drivers license.
However, you can challenge decisions made by the driving license authority in Hungary in court. This is a formal legal process, and you must submit this challenge within 30 days from when your application was denied. You will need to provide the following information in the application:
- Designation of the acting court.
- Your name, address and your legal argument in the case.

You should start with the National ID because you need it for other official documents (for example, driver's license and passport). Once you have updated your National ID, you can use it as proof of your new name to update your other official documents.

- your full birth name;
- your place of birth;
- the full birth name of your mother;
- your personal ID number or, if you do not have such number, your date of birth;
- your marital status;
- your domicile or, if you do not have a domicile, your temporary domicile or the address from which you wish to communicate with the registrar;
- the type, number and expiry date of the document proving your identity and Hungarian citizenship;
- your sex assigned at birth;
- your citizenship;
- the reasons for the change;
- your declaration that the chosen family name does not infringe personality rights;
- your declaration on whether your birth name, marital name or the birth name or marital name of your spouse, registered partner or minor child has been changed before;
- your declaration that the chosen name does not violate the provisions of Act V of 2013 on Civil Code on names; and
- the chosen name.
Generally, you must also pay a fee to the account number provided by the Office. The fee is HUF 13,000 if you wish to change only your given name, and 18,000 if you wish to change your family name or both.
Once the Office has granted your request, you can request a new birth certificate, which will show the new name.
How do I change my name on my National ID?
If you want to change your name on your National ID, the general rules are as follows:
- Obtain a document that proves your identity. By way of example, if you have a valid National ID or any other valid document proving your identity, you can use that document.
- Obtain a document that proves the change of your name.
- Go in person to a district-level office (in Hungarian: "járási hivatal" or, in Budapest, "kerületi hivatal"), a government window ("kormányablak") or the Government Office of the Capital City of Budapest ("Budapest Főváros Kormányhivatala"). If you have no other valid ID, or if this is the first time that you request a National ID with a storage element, you can also go to the minister in charge of the personal data and address registry (currently, the energy minister). If you have Hungarian citizenship, you can also go to a consular service.
How do I change my name on my Driver's License?
You need to renew your driver's license in order to change your name on your driver's license. You will need the following documents to renew your license:
- Your National ID and address card.
- Document evidencing name change (e.g. marriage certificate)
- Your current driver's license.
At what age can I change my name by myself?
You have to be at least 18 years old.
If you are less than 18 years old, you can still get a birth certificate if you meet the following conditions: (i) you are married; (ii) you were 16 years old at the time of the marriage; (iii) you had at least limited legal capacity at the time of the marriage; and (iv) a guardianship office (in Hungarian: "gyámhivatal") had authorized your marriage.
What can I do if I do not have a parent or guardian with me to change my gender marker and do not have anyone else who can help?
Under current Hungarian law, you cannot change the gender marker on your official documents.
In 2020, the Hungarian Parliament passed a bill that requires official documents to retain someone's sex as assigned at birth. This means that persons who do not identify with the sex they were assigned at birth cannot change their legal gender marker to match their identity.
This law was challenged before the European Court of Human Rights. The court held that the law violates the European Convention on Human Rights. There was also a similar case relating to this law before the Court of Justice of the European Union; the Court of Justice held that Hungary should allow the change. However, the law remains in effect and applicable in Hungary.
