There are two types of State ID or "Identity Document":

State Duties for Issuance of a Return Certificate
A relevant amount of money paid by a person applying to the Republic of Azerbaijan for registration of a return certificate is regulated by RA Law on State Duties.

Exemption from Payment of State Duties

I. Any person intending to get driving license, provided in the first part of the 33rd article of this Law:
- excluded;

I-I. III. A person intending to get driving license submits (sends) the documents to the appropriate executive body of Azerbaijan Republic directly or via internet. If the documents meet the requirements specified in Articles 33 and 35 of this Law, the person is informed directly or via the Internet about the date and time of the theoretical and practical examination on traffic rules and driving skills. If the documents don't meet the requirements specified, the nonconformity elimination procedure is explained to the person. A person has the right to take an exam at the examination-registration point in the area where he lives or resides.
IV. Meeting the demands of age and health state specified by the law
- Alumni of the courses for training drivers and improving their qualification;
- Alumni of the higher and secondary educational institutions for training the personnel on specialization "automobile transport vehicles";
- Persons prepared independently for theoretical exams on traffic rules and practical exams on vehicle driving may take theoretical exams on traffic rules and practical exams on vehicle driving theoretical exams on traffic rules and practical exams on vehicle driving within three days after applying to the corresponding executive body of Azerbaijan Republic.
IV-I. Acceptance of exams and issuance of driving licenses should be realized as follows:
- payment of the state duty, fine imposed in case of administrative violation against the rules of traffic and road safety, which have entered into force in respect of the owner of the vehicle or other person entitled to dispose of it, and the execution of which has not been postponed or delayed through only bank, post, plastic card, electronic payment systems or the Internet.

- taking theoretical exam through information-communication technologies;
- use of vehicles equipped with video cameras that record the examination process, the number of which will exclude queues for the practical exams on driving skills, and the date of manufacture of the examination shall not exceed five years.
IV-II. Based on the choice of the person intending to get a driving license entitling him/her to drive a vehicle of category "B", a practical test of driving skills may be given in a vehicle with a mechanical or automatic transmission. A person who successfully passed a practical test on driving skills in a vehicle with a mechanical transmission has the right to drive vehicles with mechanical and automatic transmissions. A person who successfully passed a practical test on driving skills in a vehicle with an automatic transmission has the right to drive vehicles with only automatic transmission.
V. The driving license is issued within 30 minutes by respective executive body of Azerbaijan Republic, to persons successfully passed the theoretical exams on traffic rules and practical exams on vehicle driving habits in exam registration points. Issuance of driving licenses is realized according to the legislation "On examining the persons who intend to get driving license giving the right to drive a vehicle and rules of giving driving licenses" specified by respective executive body of Azerbaijan Republic.

Alumni meeting the requirements of age and health condition determined by this law:
- attending the courses of drivers' training and their qualify
- studying at high and higher educational institutions intended for cadre training on the speciality of motor vehicles, and

You need to have a 1968 International Driving Permit (IDP) to drive in Azerbaijan. 1949 IDPs previously issued by the UK may no longer be accepted for use in Azerbaijan.
