What is the process for getting a State ID?

There are two types of State ID or "Identity Document":

for people 16 years old and older
for people under 16 years old.

For each type of Identity Documents, the documents required and fee for getting the State ID are slightly different.

What if my documents do not have my correct name/address?

If you change your name you must apply to change your Identity Card and pay the applicable fee ("pays half of the minimal salary"). The Identity Card must also be updated when you reach the age of 25, 35, and 50 years as well a change in "family affairs" (query: marital status?) or military position.

What if I only have foreign documents?

Foreigners and stateless persons need to register with the authorities of the Republic of Azerbaijan.

If temporary staying period of foreigners and stateless persons in the country is not extended, they are not granted temporary residence permit.

Foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 15 days (as well as when they change their place of stay) should apply to the management of the place he/she stays (hotel, sanatorium, rest home, boarding house, camping, tourist base, hospital or other similar public places) or the owner of the apartment or other place of accommodation in order to get registered upon place of stay by the State Migration Service of the Republic of Azerbaijan without paying any state fee.

E-visa does not give the right to foreigners and stateless persons to engage in paid labour activity in the Republic of Azerbaijan.

State Duties for Issuance of a Return Certificate

A relevant amount of money paid by a person applying to the Republic of Azerbaijan for registration of a return certificate is regulated by RA Law on State Duties.

Exemption from Payment of State Duties

In compliance with Article 17.7 of the RA Law on State Duties approved in 2001, the following category of citizens of the Republic of Azerbaijan do not pay state duties for issuance of a return certificate:

citizens studying in foreign countries (a relevant attesting document to be submitted);
citizens engaged in pedagogic activities on the state level;
citizens released from prisons in foreign countries;
deported, readmitted and extradited citizens;
victims of human trafficking or RA citizens under Age 18 who obtain a return certificate (a substitute for a passport) in order to return to the country.

Except for the cases specified in the first sentence of the above-mentioned Article, a citizen of the Republic of Azerbaijan is exempted from state duties for a return certificate upon submitting a corresponding document issued by a police department of a foreign country where he/she has lost his/her ordinary passport, or where his/her passport has been stolen.

I. Any person intending to get driving license, provided in the first part of the 33rd article of this Law:

excluded;

I-I. If the documents don't meet the requirements specified, the nonconformity elimination procedure is explained to the person. A person has the right to take an exam at the examination-registration point in the area where he lives or resides.

IV. Meeting the demands of age and health state specified by the law

Alumni of the courses for training drivers and improving their qualification;
Alumni of the higher and secondary educational institutions for training the personnel on specialization "automobile transport vehicles";
Persons prepared independently for theoretical exams on traffic rules and practical exams on vehicle driving may take theoretical exams on traffic rules and practical exams on vehicle driving theoretical exams on traffic rules and practical exams on vehicle driving within three days after applying to the corresponding executive body of Azerbaijan Republic.

IV-I. Acceptance of exams and issuance of driving licenses should be realized as follows:

payment of the state duty, fine imposed in case of administrative violation against the rules of traffic and road safety, which have entered into force in respect of the owner of the vehicle or other person entitled to dispose of it, and the execution of which has not been postponed or delayed through only bank, post, plastic card, electronic payment systems or the Internet.
1-1) delivery of documents on cases of administrative offenses against the rules of traffic and traffic safety, which cannot be delivered in accordance with Articles 57.1-57.4 and 97.4 of the Code of Administrative Offenses of the Republic of Azerbaijan;
electronic management system for receiving and issuing documents excluding queues;
monitors, as well as videocamera in exam hall interactively reflecting acceptance and issuance of documents, as well as exam process;
taking theoretical exam through information-communication technologies;
use of vehicles equipped with video cameras that record the examination process, the number of which will exclude queues for the practical exams on driving skills, and the date of manufacture of the examination shall not exceed five years.

IV-II. Based on the choice of the person intending to get a driving license entitling him/her to drive a vehicle of category "B", a practical test of driving skills may be given in a vehicle with a mechanical or automatic transmission. A person who successfully passed a practical test on driving skills in a vehicle with a mechanical transmission has the right to drive vehicles with mechanical and automatic transmissions. A person who successfully passed a practical test on driving skills in a vehicle with an automatic transmission has the right to drive vehicles with only automatic transmission.

V. The driving license is issued within 30 minutes by respective executive body of Azerbaijan Republic, to persons successfully passed the theoretical exams on traffic rules and practical exams on vehicle driving habits in exam registration points. Issuance of driving licenses is realized according to the legislation "On examining the persons who intend to get driving license giving the right to drive a vehicle and rules of giving driving licenses" specified by respective executive body of Azerbaijan Republic.

Alumni meeting the requirements of age and health condition determined by this law:

attending the courses of drivers' training and their qualify
studying at high and higher educational institutions intended for cadre training on the speciality of motor vehicles, and
persons independently prepared for exams on the basis specified by certain executive body of the Azerbaijan Republic, are allowed to theory exams on traffic rules and practice exams on vehicle driving within 10 days upon the entrance of their applications to certain executive body of the Azerbaijan Republic.

Driving license is provided to those passed theory tests on traffic rules and practice tests on vehicle driving at the exam-registration points of certain executive body of the Republic of Azerbaijan within a day. Issuance of driving license is carried out in conformity with the statute "On admission of exams from persons intending to get driving license authorising the driving of motor vehicles defined by certain executive body of the Republic of Azerbaijan, and issuance of driving license ".

Driving license is allowed to be changed under the following conditions:

expiration of driving license;
change of surname, name or patronymic of owner of driving license;
determination of inexactitude in typing of driving license;
becoming invalid of driving license;
loss of driving license; and
replacement of driving licenses as a result of approval of new sample of driving license based on this law.

Road travel

You need to have a 1968 International Driving Permit (IDP) to drive in Azerbaijan. 1949 IDPs previously issued by the UK may no longer be accepted for use in Azerbaijan. You can only get IDPs over the counter from 2,500 UK Post Offices. You will not be able to buy an IDP outside the UK, so get one before you travel.
